Asougi City is a sprawling metropolis facing Japan's Seto Inland Sea.
Despite having their lives controlled by the overbearing Asougi Corporation, the citizens enjoy the peace it grants them without complaint or question.

Even in this fair city, however, pockets of unrest exist in the form of the ""Anti-Asougi,"" gangs of rebels who constantly commit questionable acts that disturb the social order, such as hunting to steal people and property, and hustling those people to earn money.

With the Anti-Asougi's influence on the rise, the corporation conceives of a plan to completely eradicate them, publicly referred to as the Founder's Birthday Ceremony, setting the gears of the city into motion for one final showdown...
